Stablecoins: reserves, redemption and depegs

Learn to separate a stablecoin’s target, market quote, reserve evidence and holder redemption rights.

You will learn

  • Explain why a target value is not a price or redemption guarantee.
  • Identify the scope and eligibility limits in an issuer’s dated terms.
  • Resolve a fictional depeg calculation without inferring redemption rights.
  • Distinguish a USD reference from local-currency value and purchasing power with an explicitly fictional exchange-rate and basket calculation.

A stablecoin targets a reference value; it does not remove risk

A stablecoin is a cryptoasset designed to track a reference such as a fiat currency, a commodity or a basket. Designs differ: some rely on reserves, while others use collateral or supply mechanisms. The label describes a goal, not a guarantee that every trade or redemption will occur at the reference price.

Separate four questions: What value is the token designed to track? What mechanism supports that design? What price is available on this venue now? What redemption rights does this holder have under the issuer’s terms? Those answers can differ.

Identify the mechanism instead of trusting the ticker

A reserve-backed design depends on the assets, custody, liquidity, governance and redemption process described by its issuer. A crypto-collateralized design also depends on the collateral, liquidation rules and smart contracts. An algorithmic or hybrid design may rely on incentives or market behavior rather than a full cash reserve. Do not infer the mechanism from a symbol such as USDX.

The SEC Division of Corporation Finance statement dated April 4, 2025 describes only a defined class of USD-referenced, one-for-one redeemable, reserve-backed “Covered Stablecoins” and gives the Division’s view under specified circumstances. It is not a finding that every stablecoin is covered, safe, a bank deposit or guaranteed by the SEC.

Market price, reserve evidence and redemption rights are different

A reserve report, proof or attestation has a stated date, scope and assurance level; read what it actually covers and who prepared it. A public chain balance is not a complete reserve report. A reserve claim does not by itself tell an individual holder whether they can redeem directly, when redemption is available or what fees and eligibility conditions apply.

The cited Circle USDC Terms, last updated October 15, 2026, distinguish holders with a Circle Mint account (User Type A) from holders without one (User Type B); only Type A can redeem directly with Circle under the stated conditions. The terms apply outside the European Economic Area; EEA users are directed to separate terms. This example is specific to USDC and those terms, not a rule for other issuers or regions.

Why a market quote can move away from the reference

A token can trade below or above its reference when market depth, confidence, access to redemption or demand changes. A disruption at an issuer, custodian, bank, smart contract, bridge or trading venue can add further risk. A quote near one dollar is not a guarantee that a holder can exchange the token for one dollar.

A token with the same ticker on another network, a third-party platform or a bridge may have different contract, issuer support and redemption conditions. Circle’s terms explicitly distinguish market price on third-party platforms from direct issuance or redemption and warn that third parties may support copies independently. Verify the network and exact contract as well as the service terms.

A BNB Chain token is not the same as a Binance account balance

On BNB Smart Chain, a token contract can report a BEP-20 balance at a public address. That on-chain record is separate from an account balance shown by a Binance-branded service. Service availability, supported networks, deposits, withdrawals and conversion routes depend on the exact product, operator, region and current account screen.

Do not assume that a stablecoin is supported on BNB Chain, by a particular Binance entity or for a particular user simply because a ticker appears in a search result. Check the issuer’s supported-network information and the receiving service’s authenticated deposit screen independently. Neither one alone proves a direct redemption right.

Worked fictional check: a $0.98 market quote

Hypothetical only: a fictional USD-referenced token FUSD has a market quote of $0.98. A person sees 500 FUSD in a fictional wallet. At that quote, the indicated market value is 500 × $0.98 = $490 before fees and execution differences. The calculation does not establish a right to redeem 500 USD.

To finish the check, write down the reference asset, mechanism, issuer, exact network and contract, quote venue and timestamp, redemption terms for this holder and any limits. If redemption eligibility is unknown, mark it unknown; do not replace it with the ticker or a reserve headline. No token, quote, wallet or transaction in this exercise is real.

A second hypothetical separates a USD target from local purchasing power. Keep 500 fictional FUSD at the same fictional quote of $0.98 and assume 1 USD = 1,300 units of an invented currency Q: 500 × $0.98 × 1,300 = 637,000 Q before fees. If a fictional basket costs 63,700 Q, that amount equals 10 baskets. At a later made-up check, hold the token quote and exchange rate unchanged but set the basket price to 70,070 Q; 637,000 ÷ 70,070 ≈ 9.09 baskets. These figures are not a real exchange rate, quote, price series or inflation observation. A USD reference does not guarantee a fixed amount of local goods; exchange rates and local prices can change independently.

Use a verification checklist, not a promise of stability

Ask: What is the reference? How does this specific token pursue it? Which issuer and legal terms apply to this holder and region? What is the exact contract and network? What do dated reserve disclosures cover? Where is the quote from, at what time and with what liquidity? Is the relevant Binance service account eligible and does its current screen support that route? If comparing local purchasing power, identify the conversion rate and basket date; do not substitute a target peg for either.

If any answer matters to the decision and cannot be verified, stop and record the gap. This guide explains how to evaluate claims; it does not recommend holding or trading a stablecoin, promise par redemption or eliminate issuer, custody, market, contract, bridge and regulatory risks.

Check your understanding

A token designed to track USD trades at $0.98. What can the quote establish, and what does it not prove?

Show explanation

It can illustrate a market quote at a particular venue and time; it does not establish reserve sufficiency, issuer solvency, a holder’s eligibility to redeem, a guaranteed $1 exit or stable purchasing power in another currency.
